The Youtube user has posted 2 videos, One showing the arrival of Leon Rosby and the other showing the events in question. The first video shows Leon arriving at 1:08 with loud music playing. He appears to be returning home and noticed his home was blocked due to a police situation. He then parks and gets out with his dog, Max and begins to film as police are asking individuals to come out of a home with their hands up.

Later in the second video, as police have gotten everyone out of the house they have entered the home to make sure everyone is out and you see two officers look at Leon as they proceed to the sidewalk and stand by 2 people they appear to have under arrest down the block, as Leon films them at the corner sidewalk. It appears that another bystander approaches from the left with an actual camcorder and Leon notices him and says,

\”YES! They need to be watched! All police ain’t bad but some of them are bad!\”

He proceeds to film from a second angle in the center of the street behind the police cars with Max by his side on a leash. You then see the 2 officers down the sidewalk looking at him as he is yelling \”Why ain’t no black cops….\” and his audio fades. you can hear him multiple times yelling at the cop saying something in regards to missing black cops on the scene. He then proceeds to walk towards the camera and says \”You need to change that!\” He puts Max in the car and says \”That is a civil rights violation!\” The police begin down the sidewalk toward Leon while he is Yelling at Max to get in the car.
At 2:29 Leon then starts toward the police, he puts his cell phone in his pocket and turns his back to the police with his hands behind them, being submissive. While he is turning, Officer 1 motions to Leon to come closer and grabs his wrists. Officer 2 grabs Leons forearm. Officer 2 reaches for his cuffs and at this point Max begins barking. The police easily get Leon cuffed and starts taking him to the curb. Officer 1 uses his foot to spread his legs apart and then begins to apply pressure on his sholders. It appears they are trying to get him to sit down but its not really clear what is happening. Max is now trying to get out of the car window and you see him working his way out at 3:02. Meanwhile there is Officer 3 who notices there is another arrest going on and so he proceeds to head towards the arresting officers to assist in the arrest.

All of the bystanders start panicking. \”HEY WATCH IT!\” One of them yell, as Max approaches them quickly with his retractable leash trailing behind Him. Officer 3 Notices Max approaching rapidly and immediately reaches for his gun and gets in a submissive position as if he is ready to interact with the dog.

The video begins to get a little shaky but you can make out Officer 3 moving toward Max as Officer 1 and 2 start to move away from the situation. Max stops and proceeds to bark as one of the officers drop something. The dog moves toward what was dropped and sniff’s it as Officer 3 tries to move in closer to the dog with his gun drawn. Everyone including the Crowd is now screaming at Officer 3 \”Dont shoot! Don’t Shoot It!\”

At this point Leon is pleding with the Officers not to shoot Max. He starts calling out commands to stop him and a few people in the crowd are trying to whistle and get the dog to come to them. Leon speaks directly to Officer 3 saying,\n

\”Don’t Shoot em! Don’t Shoot em Man! He’s not mad! Don’t Shoot my dog. Do Not Shoot My Dog!\”

The officer then attempts to reach down and grab the dog leash while the dog is not looking which leads to the dog noticing it and lunging at the officer.  The officer actually gets scared and pulls the trigger.

From this frame it appears the dog jumps and attempts to grab the gun from the officer and the first shot did not hit the dog but scared him. The following 3 shots actually hit the dog.

From this point there is a lot of disbelief and sighs coming from the bystanders as the dog bleeds out and is kicking his legs in pain. The video ends. \n\n
My perspective is as follows:\nThere is a backstory to this that the internet is missing. First Leon has been abused by this police department for a long time, there have been times where he’s been beaten by the police for no reason at all to the point that he has 2 HUGE lawsuits against this department and then the department has dropped frivolous charges against him to try to make it right.

I agree he was excited to film and agitate and you can hear it in his voice.  I assume this is because if something were to happen that was unjust he could get this on film it would support his claim for his lawsuits.

Arresting him for filming was wrong.. no matter how you spin it. Shooting the dog initially incited a lot of emotions of anger inside me also, but after watching the video a few times, you realize that the officer who fired the shot had just walked over to assist the arresting officers, and saw a dog approaching and was startled. the next set of actions are up for debate and questionable but if anything I put the blame on the arresting officers who created a scene that was Unessesary in the first place, not the assisting officer that reacted and fired the shots.

if you are interested in Leon’s Perspective of the story, here is his interview as well.
